Most AI governance efforts start with a framework document and stall there. A more useful first step is an inventory.
List every AI use case in the organisation, including the shadow ones. Classify each by decision impact, data sensitivity and autonomy. That single table tells you where controls are urgent and where they are theatre.
From the inventory, derive a risk taxonomy, then attach controls to the risks that actually appear. Human oversight, explainability expectations and third-party obligations become concrete once they are tied to named use cases.
Frameworks are still useful, but they work best as a checklist against reality rather than a substitute for it.
